This manual is designed as a support and empowerment tool for women elected to local governments, especially within the municipal sphere in the Basque Country. It analyzes the structural barriers that hinder women's access and permanence in local politics, such as gender roles, lack of shared responsibility, invisibility of female leadership, and institutional androcentrism. The document advocates for transforming political practice through sisterhood, a care-based ethic, the creation of networks, and collective empowerment. Basqueskola is presented as a reference space for elected women, offering training, support, and tools to promote equal, sustainable, and transformative participation.
